Following on receipt of telegram No. 405 from Secretary of State for the Colonies, Hongkong Government are authorising return from Manila to Hongkong, of large numbers of women and children refugees. This is causing considerable local comment especially in view of arrest of prominent British subjects in Japan and will be probably reported by American News Agencies. I feel it is advisable that some statement of policy of His Majesty's Government regarding Hongkong evacuation should be issued.
