State Department cabled yesterday to their ( [Grp. undec.] High Commissioner that we had requested permission for officers to land: they questioned whether landings in plain clothes would infringe Hague Convention or local administration of neutrality regulations and asked his comments. Alternatively they see no objection to officers remaining on board ships, transacting business from there, and proceeding with evacuees to Australia or elsewhere. They expect High Commissioner's reply shortly.

Latter has expressed some anxiety as regards housing and feeding of nearly 2,500 British evacuees with another 1,000 expected in addition to American refugees.
