Evacuation of civilian women and children atill proceeding. It is evident that considerable hardships will be imposed on those women who have no means of support other than their employment in Hong Kong and who must be supported by public funds in Australia for perhaps a prolonged period. Some members of the Executive Council expressed strong views at today's meeting in favour of some relaxation to meet genuinely hard cases. Arrangements already made to move families from Manila and remaining evacuees from Hong Kong to Australia in the near future.

In view of general feeling on the subject in the Colony I should be glad to know as soon as possible whether you consider that situation generally in the Far East allows greater measure of relaxation in compulsory evacuation of civilian women and children than now in force There is no suggestion of permitting married women with children or those whose livelihood is not dependent on their work in Hong Kong or who are not members of nursing etc. services to remain.
