123 H. M. Ambassador Tokyo 1032 to F.0. would appear to indicate a form of ultimatum, the danger of which cannot be neglected in view of the possibility of the military party seizing power.

I do not wish to move prematurely from Hong Kong as such a move would have a disquieting effect and I therefore propose to postpone my own move to Singapore until further information is available.

I intend to keep an armed merchant cruiser on patrol off Yangtse for the present as it may also prove of use if H. M. Govt. decide to evacuate troops from Shanghai.
