General Officer Commanding Hongkong considers that if onward journey to Australia of evacuated military families is to be carried out efficiently and in order to facilitate reception by Australian authorities it is essential to send two or three combatant officers in plain clothes to Manila.
Local American authorities refuse permission to land.
