Clark-"err's telegram No. 672 of 7th August and the Governor of Hong Kong's telegram No.7 of 16th July which give the views of the Ambassador and Rogers on the erfict on China of our new exchange control.
On political grounds we
ausport strongly the recommendation in the last paragraph of Clark-Kerr's telegram that if at all possible Bome concession should be made to China's needs.
