Hongkong despatch to Chungking No. 49 of 21st May [Chinese gunboats at Hongkong].

I consider that boats should be disarmed, and I propose to ask the C.0. to authorize Governor to go ahead on the lines suggested. The sooner this is done in present circumstances the better in order to anticipate possible Japanese demands, and to stand out can only harm our interests without helping those of China. I shall be glad however if you will first make a further effort to persuade the Chinese Government to agree, making it clear to them that we cannot delay any longer in giving effect to the decision reached.
