We are grateful for the suggestion in your letter No.1793/177/10 of the 1st April 1940 about the Chinese soldiers at present interned in Hong Kong, and we have given it full consideration. We fear, however, that the presence of the Chinese internees in Malaya, working under surveillance, would be a phenomenon which would be most unpalatable

to the Malayan Governments and we have come to the conclusion that the proposal is not one which can usefully be pursued.

We hope that you may, sooner rather than later, be able to reconsider the conclusion of which we were informed in your official letter
