employed, to make arrangements by which the

wages earned by the soldiers would be partially

used to pay for the expenses,

suggestion and if you find that it is practicable

and desirable, (you would/let us know how you

would propose to proceed, so that we could

consider whether we should obtain the Chinese

Government's concurrence before definite

arrangements are made!
