Release of Chinese soldiers detained at Hong Kong.
Refers to Foreign Office telegram No. 177 of 6th March (F 1481/177/10).
Military Attaché has discussed question unofficially with Director of Military Intelligence, who considers that release of the men would cause outcry in Tokyo, and be taken as a sign of unfriendly action by His Majesty's Government, although internment may not be required by international law. Agrees with this view, and suggests question be reconsidered in event of settlement of Tientsin question.
