prisoners of war, there appears to be
sufficient reason for His Majesty's
Government to decide that there is no longer
any obligation on Hong Kong to maintain
these prisoners in internment there, but
that they should be released in groups
and assisted to return to their homes in
China.

If Lord Halifax concurs in this
view, he may consider it desirable to
inform the Japanese Government before
the releases actually begin.
5.
In this connection I am also to
enclose a copy of a further despatch from
the Governor reporting the escape of two
soldiers from the Internment Camp.
