My dear Chancellor of Exchequer,

Thank you very much for your letter of 18th December stating that you have already asked Sir Frederick Phillips to initiate discussions with Mr. T.V. Soong and the United States Government on the question of the relations between the existing Stabilization Fund and the machinery of the new American credit for the support of the Chinese currency. I have accordingly informed my Government at Chungking and Mr. Soong in Washington.

Meanwhile, I have received a message from Dr. H.H.Kung, our Minister of Finance, on the proposed Chinese Exchange Control, which will interest you, and a summary of which is herewith enclosed for your information and consideration.

I am urging Mr. Soong to come to London as soon as he can and have also advised my Government in the same sense. Pending his arrival here I and Dr. P.W. Kuo, our Vice-Minister of Finance, whom I had the pleasure of introducing to you the other day, are quite ready to have preliminary discussions with the Treasury and other departments concerned on the various questions involved.
