In view of telegram No. 803 1 am in some difficulty as to what line to take on seeing Soong in Washington. response to Hong Kong telegram No. 140 were more encouraging I should have hoped, without disclosure, to have allayed misgivings of Soong regarding implications of the condition attached to your offer of assistance by statement in House of Commons [?10th December]. As it is, I feel I can only stall for time until arrival in London and confine myself in Washington to assisting Chinese to co-ordinate their objectives with United States "Government.
2. I am not clear whether you wish me to act în accordance with paragraph 7 your telegram No. 803 as I feel I could not easily do this without revealing your plans.

3. I should appreciate guidance on these questions before arrival in Washington preferably at Honolulu where I arrive 1st January. I am leaving here 28th December by Clipper.
