5. I have explained the situation to Singapore but I understand that the Government is not prepared to recommend any modification and that the decision rests with financial authorities in London.
6. I am satisfied that the present ruling is prejudicial to our financial prestige in this country and I therefore strongly recommend that further consideration be given to the possibility of reverting to the practice of permitting remittances on the basis of declared profits.
