Following from Hopkins for Hall Patch.
The policy of non-co-operation with the new Bank has been approved by the British, American, Dutch and Belgian banks. The attitude of the French banks not ascertained but considered problematical. Will approach them if considered advisable. No formal application has yet been made to Foreign Banks Association which in any event would be refused as would a request to join the clearing house.
2. Both local French banks are "enemies" but I see no objection to ascertaining their views or to my discussing the matter with the French Consul General. Do you concur?
3. Your telegram under reference and this reply have been repeated to the Foreign Office, Tokyo, and Consul Nanking.
