from merchants at one shilling and two-
at any rate pence halfpenny refuse to buy from Hongkong
& Shanghai Bank, who cannot sell to any other Bank.
2. Please consult Bank and report
urgently reason for attitude of Yokohama
Specie Bank. If you are satisfied that
there is discrimination you should make
strong representations to the Japanese
Government at once and report outcome.
