Translation of Statement of Policy.

With reference to paragraph six of

Not yet reed China Summary No. 3, enclosed in my despatch No.273 of April 8th, I have the honour to transmit to

Your Lordship herewith a translation of the statement

of policy issued by the Minister of Finance of the

New Government at Nanking on the 31st March, as

published in the Central China Daily News, Mr. Wang

Ching-wei's newspaper, on the 1st April.

I would draw Your Lordship's particular

attention to points one and six of this statement,

which suggest that, while no interference with

existing currencies will be undertaken, certain trade

and exchange control measures may be imposed.
