Dear Young,
I understand from Brenan that you have been
discussing with the Bank of England material for a
reply to the Japanese Government's communication
regarding the new Nanking Bank reported in Tokyo
telegram No. 2489 of the 18th December.
You are
no doubt also taking into account Hall Patch's
views contained in Hongkong telegram No. 147 of
the 21st December.
We feel that the communication should not be allowed
to pass without comment but will wait to hear from you
the terms in which you think we should reply.
