Following our telephone conversation

this morning regarding Foreign Office telegram No.929 of the 20th September to Sir A. Clark Kerr, Shanghai, concerning the Banque Belge pour l'Etranger, as promised I enclose herewith a copy of Arfar telegram No.208 of the 10th October from Mr. Broadmead of Shanghai.

We share Mr. Broadmead's view that the

Banque Belge is not an enemy concern. I gather that, on your part, the unfavourable impression as regards this bank referred to in your telegram to Shanghai has now been corrected by subsequent correspondence, and that there is, therefore, no divergence of opinion on the non-enemy status of this concern

as was at first suggested by the somewhat fragmentary correspondence on our file.
