Our eventual intended dispositions in North China should

be communicated to Japanese when they ask or when opportunity

offers. Although the Press Communique states that we are

retaining sufficient personnel to maintain order and protect

property, in fact as you know this is not the case. It is

considered therefore that the attitude to be adopted should
