Summarises conversation on 17th November between Counsellor of Embassy and Mr. Hornbeck who said State Department were taking steps to resist anv suggestions for reductions of garrisons. He had prepared statement for use in answering press in which it was definitely stated that United States Government have no present intention to diminish or augment these garrisons. He asked for certain information 'as to number of British officers and men who would be left at Shanghai, Tientsin and Peking, date by which reductions would be effected etc..
