in the army in directing hostile propaganda against

a nation with whom the Japanese Government is in

friendly diplomatic relations can not have the approval

of the supreme Japanese military authorities.

The site where the demonstration took place,

moreover, lies within that part of the Diplomatic Quarter

glacis, which is, I understand, primarily under the

general control of the Commandant of the Japanese Embassy

Guard, whose assent would therefore be required in

accordance with existing procedure for the use of that

glacis for this or other purposes. I have therefore

the honour to enquire whether permission to hold an anti-

British demonstration on this glacis on the night in

question was in fact applied for and obtained.
