Rumoured Japanese preparations to Challenge special status of Peking diplomatic quarter.

Addressed Shanghai No.129.There have been rumours that Japanese are preparing directly or through Provisional Government to challenge special status of diplomatic quarter and claim right to assume administrative control including police functions. Japanese spokesman when questioned on subject at press conference 5th May gave non-committal reply. American local correspondent of Associated press was informed this was Japanese intention. Further confirmation may be derived from communiqué in telegram No.59 (F4368/4367/10).Discusses probable developments and mentions Japanese quotation of Boxer Protocol.Repeated Saving. Tientsin and Tokvo.
