reasonably convincing proof that no military i.. arny

planes ould have been involved, Morcoever general in

there would be no repetition if army planes proved to be

concerned.

It seems certain that offender are navel planes.

Japanese Consul General has promised to expedite existing

investigations, but navel plane base is remote and I suggested,

and he stron ly concurred, that quickest results would ve

secured by representations from .in c. to Japanese Admiral

through Japanese Consul General at Hongkong.
