Under the instruction of the Government,
the Japanese Embassy request that the British authorities
would adopt such measures as may be necessary to meet the
intention of the Japanese Government as mentioned in
the above communication and desire to offer a friendly
advice that the British authorities would voluntarily
withdraw their troops and war-vessels from all regions
and waters of North China for reasons as explained in
the same communication.
