Propose Japanese and other powers be informed 11 am cons

at 0200 G.M.T. on 13th December and released to press at the same time. Intend H.M.S. PETEREL should sail from Hankow for Shanghai five or six days later picking up H.M.S.TERN at Nanking and H.M.S.GNAT in delta. H.M.S. SCORPION, H. M. S. SCARAB and H.M.S.GNAT will be prepared for passage and will sail for Hong Kong when

weather is suitable.
