I am directed by the Minister of Transport to refer to your letter of the 18th April, enclosing a

copy of an enquiry from the Warden of the China Institute as to the situation of Chinese students in this country in the event of war.

In reply, I am to explain that while the Minister will be glad to assist so far as practicable, the primary responsibility for planning the evacuation of the University of London rests with the Ministry of Health and the Board of Education. Any transport arrangements will depend upon the plans formulated by those Departments and cannot be considered until their plans are known.

Copies of this letter have been sent to the Ministry of Health, the Board of Education and the Air Raid Precautions Department of the Home Office.
