apprentices (some 24 of these having been brought to

this country by the Federation of British Industries),

making a total of almost 300. Of this number it is

estimated that from 135 to 200 students are in London.

So far as the 67 British Indemnity students and

the 24 Federation of British Industries apprentices are

concerned, there would appear to be a moral obligation

on His Majesty's Government to take suitable measures for

their welfare, and the other Chinese students may

perhaps, in view of the distance from their home country,

reasonably expect provision to be made for them also.

am accordingly to enquire whether any plans exist for

dealing with non-British students in the event of war,

and to suggest that, if no such plans have yet been

worked out, suitable measures should now be taken to

include Chinese students in any evacuation plans for

the University of London.

5. Similar letters have been sent to the Air Raid

Precautions Department of the Home Office and the Board of

Education.
