1.
Reference Tientsin telegram G/1971 Cipher 8/7 containing message
from General Grassett regarding his visit to Tientsin, please cable summary
of consultations with French military authorities which we presume were on
subject of coordinated action by garrisons (a) in case of war, particularly if
withdrawal impracticable (b) in event of incident arising from present
situation.
2.
We are anxious to reach early agreement with French on both heads.
Para. 29 Singapore Conference Report not repeat not quite in line with
recent statement by French military attache here to effect that General Staff
in Paris consider resistance in war repeat war impracticable.
3.
As regards (a) have you considered possibility of garrisons (i) at
Tientsin (ii) at Shanghai breaking out and joining local guerillas as
suggested for gunboat crews in para. 89(b) of Singapore Conference Report.
