Telegram from the Governor of Hong kong to the Secretary of State

for the Colonies.

Dated 26th. July, 1939. Received 7.45 a.m. 26th. July.

Grateful for information as to whether the American

film entitled Confessions of a Nazi Spy" has been passed for

exhibition in Great Britain and if so whether for universal

exhibition or adults only.

On the invitation of the Censor Members of the

German Consulate General were present when the film was reviewed

end in his report Consul General has asked that it be prohibitod

as being" anți German propogando of repulsive mondacious type".

Censor reports the film not anti German but adversely critical of

the Gostopo and that it could only be prohibited on political

groundo.

Ideally I consider that all filmo likely to create

international ill-ill ere undesirable but in view of the anti

British campaign in Germany, ospecially in respoçt of incidents at

Tientsin, I incline towards permission to exhibit.
