∙ith reference to my gearet telegram No. 195
of 5th July relative to the draft bill of the Compulsory
Service Ordinance I have the honour to forward hereunder
two copies of the latest draft of the bill as agreed by
the Executive Council this morning.
All alterations of the bill which was transmitted
under my secret despatch (2) of 25th Kay are indicated
by underlinings etc. I comment in paragraph four below
on the only noteworthy addition.
5. I also enclose a draft of the text of my
announcement to the Legislative Council of this Government's
intentions in this respect. It will be observed that no
explanation is given of the reasons for the introduction of
the measure: if the point is raised in debate the Colonial
Secretary will reply that in the present condition of
world affairs it is considered desirable that this
somewhat isolated port should be in a position to put out
its full defensive strength with the least possible delay.
If you would prefer some such explanation made in my
address to Council I shall be grateful if you will so
inform me by telegram.
