The Cabinet had under consideration a memorandum by the Colonial Office (C.P.142(39)) concerning proposed legislation for the application of compulsory military service to British subjects resident in Hong Kong. It was intended to call up only those of European descent. The Admiralty and War Office supported the measure and the Foreign Office saw no objection and the enactment of the measure was proposed to be authorised without delay.
