I am commanded by the Army Council to enquire what Lord Halifax's views are on the question of the retention or disposal of land and barracks which will become surplus at Tientsin after the withdrawal of the infantry battalion.
I am to say that the barracks have been seriously damaged by the recent floods, and arrangements will only be made to repair properly those which are required to house the new garrison.
I am to point out the barracks are situated in an area of the city where buildings and land used to be valuable. With the exception of some married quarters the barracks are together in one compound, and in consequence certain difficulties would arise in the disposal of the surplus buildings.
