confronted by such a threat, they would be disinclined
to refuse an undertaking not to transmit further messages.
In the event of a breach of an undertaking of this kind,
the choice either of allowing the removal of an essential
part of the apparatus or of leaving Hong Kong, could then

offer a considerable prospect of achieving the desired
result before the stage is reached at which a threat of
formal internment, with all its attendant disadvantages,
would become necessary. Before, however, any decision is
taken, My Lords suggest that the Secretary of State for
Foreign Affairs should be consulted.
Copies of this letter are being sent to the Foreign
office and the General Post Office.
I am, Sir,
Your obedient Servant,
(Sd) S. H. PHILLIPS
