allocation not only to the Military Volunteer force in
the restricted sense of the term, but also to supplement
the local naval and air resources of the Colony. Indeed,
I would suggest that the scope of possible allocation
might be extended to essential services of a quasi-
military nature. The Bill as drafted will accordingly
need alteration, particularly in clauses 10(2) and 11.
The object of those clauses is to establish a force: but
I am advised that, in view of the above general
consideration, a preferable procedure would be to provide
that any person not exempted from service shall be
allocated by the appropriate authority to service in one
of the armed forces of the Colony or in other services
(as above). The duty should be laid upon the person s0
allotted to present himself accordingly for enlistment in
the service designated. On enlistment in one of the
armed forces, he will become subject to the law governing
the force which he joins.
4. I attach, for your consideration, a note
indicating certain drafting amendments which appear to be
desirable in the draft Ordinance.
