With reference to Colonial Office letter

No. 6214/15G/39 of the 9th of May, I am directed by

Mr. Secretary MacDonald to transmit to you, to be laid

before Viscount Halifax, a copy of a despatch from the

Governor of Hong Kong forwarding copies of the draft of

the Bill dealing with the introduction of compulsory

military service in Hong Kong.

It will be observed that this despatch was

written prior to the receipt in Hong Kong of the Secretary

of State's despatch of the 3rd of May, a copy of which was

enclosed in Colonial Office letter of the same date.

3. Similar letters are being sent to the Admiralty,

War Office and Air Ministry.
