BRITISH EMBASSY,
PARIS.
5th June, 1939.
My Lord,
9 JUN 1939
I have the honour to acquaint Your Lordship that on receipt
of your telegram No. 135 Saving of the 12th April, the Director
of Economic Affairs at the Ministry for the Colonies was requested
to ascertain whether local officials in French Indochina had ever
interpreted the general instructions banning the export of war
material so as to apply them to British but not to French motor
tyres.
2.
Monsieur Gaston Joseph in his letter of June 1st, of
which a copy is enclosed, informed the Commercial Counsellor
that the Governor-General of Indochina confirms that the transit
of British tyres has never been forbidden on the territory of the
Colony and that the Customs authorities have never interpreted
the general instructions relating to the transit of war material
in such a way that the prohibitions should apply to tyres of
British but not to those of French origin.
I have the honour to be, with great truth and respect,
My Lord,
Your Lordship's most obedient, humble Servant,
ric Phipps
The Right Honourable
The Viscount Halifax, K. G., G. C.S.I., G. C. I. E.,
etc.,
etc.,
etc.
