With reference to the Board of Education's letter

I.P.R.191/16 of the 12th May on the subject of Chinese

students, I am directed by Viscount Halifax to transmit

herewith a copy of a list which has been received from the

Warden of the China Institute, of Chinese students who are

pursuing studies in institutions other than established

universities.

2. Lord Halifax would be glad to learn in due course

whether it is found possible to include these students

within the scope of any safety measures which may be

introduced in the event of war. I am to add that His

Lordship is in communication with the secretary of the

Universities Bureau of the British Empire regarding those

Chinese students who are university students.
