Communicates copy of telegram from Military Attaché Tokyo, No.191 of 4th December referring to War Office telegram No.61816 (F 12610/2655/10). Records interview with General Staff who instantly apologised for failure to notify British authorities of Ishino's relief. Point of "quid pro quo" though none was actually suggested by Japanese, was freely discussed. Military Attaché suggested return of language officers with grant of diplomatic status and this proposal is under discussion. In any case, apart from diplomatic status, return of language
