With reference to my despatch No.603
of 31st August last, I have the honour to report
that His Majesty's Consul at Dairen informs me
that regulations governing the entry, sojourn
and departure of aliens in the Kwantung Leased
Territory, similar to those now in force in Japan,
were promulgated on the 21st September and were
to take effect on the 15th October.

Mr. Foulds states that the only
important difference is that, whereas in the regu-
lations operative in Japan "entry" is defined as
meaning a stay of 15 days or more, in the Kwantung
Leased Territory regulations it is defined as
meaning a stay of 6 days or more.
