Leased Territory will be controlled in line with Manchoukuo
laws and regulations concerning the control of key industries".
A development in that direction would be in harmony with
the present Japanese policy of identifying the Leased
Territory with Manchoukuo rather than with Japan proper;
e.g. it is by means of Imperial Ordinances that the import
and Expert exchange control system of the Territory has been
made in fact part and parcel of the Manchoukuo system.
