Transmits copy of despatch No. 7 of 31st January from His Majesty's Consul, Dairen, enclosing extract from the quarterly "Contemporary Manchuria". The writer of the article (possibly Mr. T. Nakanishi, of the South Manchuria Railway Company,) seems to suggest that in future the productive activities of the Territory will be brought more closely into line with those of Manchukuo
