We realise that any confusion could have

been avoided by a more careful scrutiny of the

correspondence at this end with a view to inserting

the distribution in any case where it has happened

to be missing and to this extent we seem to have been

the culprits in this case, but it would save us a

good deal of trouble if you could take steps to ensure

that in future the full distribution given by you to

the papers is marked on all the copies which you send

to us. We should also be grateful if you could

instruct the Kashgar Consulate-General to take

similar action in the case of copies of correspondence

which are forwarded by them direct to the Embassy

in China.
