They point out that

this double copying, of which the above were only
specimens they had selected at random from papers
received this yeur, involves a considerable amount
of extra labour in rexistration etc. at Shanghai, and
probably elsewhere too. They sus est es remedy thet
the External affairs Department nd Kashgar Consulate-
General, to whom they have sent copies of their letter
to us, should take special care to note on the copy
sent home that the document in question has been copied
to Shanghai if it has. hen this has been done, we
would of course not send a further copy from here.
This suggestion seems to us quite reasonable
for, although quite often documents we receive from you are marked "copy to Shanghai", it appears that this is
not always the case. If therefore you concur, would
you mind tuking up the matter with New Delhi end, through
them, with Kashgar, so that a regular and uniform
procedure may be used in future?
