With reference to the letter from this
Department of the 23rd March, I am directed by
r. Secretary MacDonald to transmit to you, to be laid
before Viscount Halifax, a copy of a further despatch
from the Governor of Hong Kong regarding the
application made by the Dairen Kisen Kaisha for the
clearance of certain vessels from Hong Kong.
2. The Secretary of State would be grateful if
Lord Halifax would advise him as to the instructions
that should be sent to the Governor in the situation
which is described in this despatch.
3. I am to add that no further information has
been received from the Governor regarding the outcome
of the action against the Cheng Kee Company in the
