Below barrier. There is little or no trade for foreign ships except for passengers at the Ports under

Japanese control.

In the Haimen district where Chinese

still control some of the ports cargoes are coming forward but Japanese guard ships have started intermittent bombardment here and notice has been sent out by Customs that for military reasons a Japanese certificate will be required by ships for Haimen and Chitung. This latter matter is being

investigated by the Consulate.

Sino Japanese development

Company (Fushing) reported to be paying guerillas up to dollars 30,000 monthly to let cargoes come forward.

Chinkiang visited for two nights by H.M. S. LADYBIRD. Situation quiet. American missionaries free to move about. Small but steady Japanese trade. No Japanese military

have been seen at Kuan for some time.

Nanking.

Wuhu.

No change.

Guerillas destroying roads and bridges within

10 miles of town but doing little else.

Kiukiang.

Friendly attitude of Japanese continues.

S. N.O. visited Kuling.

Situation quiet and satisfactory.
