the organization of violence in Japanese occupied areas.
One of his representatives asserted that General Wu had no
personal knowledge of the steps which were being taken to
hold a meeting on October 10th, although it was announced
in the Chinese Press that he would be present and would
speak. The conclusion seems inevitable that either he is
prepared to shut his eyes to the actions of his subordinates,
or he is unable to control them. In either case his
assurances given to the Hong Kong authorites cease to have
any value.
