This incident was referred to by the Acting

Colonial Secretary in an interview which he had

with General Wu at the time as a matter which

might have political repercussions.

A message from Shanghai dated October 10th, 1939,

describes the issue of circulars by the "Central

Research and Statistics Bureau" offering rewards

for the murder of Wang Ching Wei and other puppet

officials. The Bureau "is believed to be the new

name of a Chung King secret agency in Shanghai"

(South China Morning Post 11th October).

(c) On October 3rd the Chairman of the Hong Kong Chinese

Chamber of Commerce approached the Secretary for

Chinese affairs for permission to organize a public

meeting to celebrate the anniversary of the Chinese

Republic on October 10th. It was discovered on

inquiry that notices dated 26th September had been

sent in the name of Wu Te-chen to a number of

associations requesting them to send delegates to

a meeting to be held at the Chinese Chamber of

Commerce on September 29th to discuss arrangements

for the meeting. This notice stated that the

meeting was being called by the Chamber of Commerce

and the Hong Kong and Kowloon Amalgamated Society of

Education assisted by the Schools Debating Club

and the Students Relief Association. For some

years the Chinese Chamber of Commerce has been

used by the National Government for propaganda

The other associations are obviously

organs of General Wu. The public meeting was

prohibited.
