MEMORANDUM.

(1) The Hong Kong Government is prepared at

any time if evidence is forthcoming, to take action

against any form of terrorism or intimidation, to

dissolve terrorist societies and to deport terrorists.

(2) The Government would discourage the

establishment in Hong Kong of any organisation for

conducting propaganda against any friendly nation

but matter published in newspapers or pamphlets

which can reasonably be regarded as fair comment is

not interfered with. The Secretary for Chinese

Affairs who has under his charge the censorship of

vernacular papers is at all times ready to consider

representations in this connection.

The Hong Kong Government cannot accept

responsibility for matter printed outside Hong Kong.

(4)

The Hong Kong Government has never permitted.

the export of arms and ammunition to other than legiti-

mate destinations. Export to China other than to

recognised treaty ports is forbidden.

(5)

Cinema films and theatrical performances are

subject to censorship and care is taken to prohibit as

far as possible performances which are likely to cause

offence.
