to above). The Air Attaché, who took part in the dis-

cussions with General Chiang, has himself carried out

a preliminary survey and has submitted the recommend-

ations contained in Chungking telegram No. 96, of the

7th March, copy of which was sent to the Air inistry

officially under cover of Foreign Office letter

F 2346/62/10, of the 10th March, so that the question

is now narrowed down to that of sending out a small

air mission.

This is, I realise, a big question which

necessarily takes some time to decide. We have,

however, never given General Chiang any preliminary

reply, as was suggested in the third paragraph of our

official letter of the 3rd March referred to above,

and Clark Kerr is leaving about the middle of this

month for Chungking, where General Chiang will

certainly raise the matter with him. We should be

most grateful, therefore, if you could let us know

whether you agree to our authorising Clark Kerr to

inform/
